On January 31, 2012 IBC Executive Director met with the Commercial Law Development Program Chief Counsel Stephen D. Gardner and Commercial Law Advisor Drew B. Miller.

On January 28, 2012, IBC held meeting to discuss microfinance issues. The meeting was attended by former President of the Kyrgyz Republic Roza Otunbayeva, heads of microfinance companies – IBC members – General Director of the Finca Company Makhmud Seidakhmatov, CEO of the Kompanion Financial Group Ulanbek Termechikov, Director of the Bai Tushum and Partners Gulnara Shamshiyeva, Executive Director of the Association of Microfinance Institutions Nargiza Joldosheva.

Ministry of Economy and Antimonopoly Policy of the Kyrgyz Republic established an expert group under the Working Group for Reforming Subsoil Management in Kyrgyzstan. The WG’s membership was approved by the Order of the Ministry of January 11, 2012.

On January 26, 2012, Minister of Economy and Antimonopoly Policy of the Kyrgyz Republic Temir Sariyev met with representatives of business associations and the civil society.

Mr. Sariyev said that businesses could promote their ideas since responsibilities of the Ministry were broadened. Now the Ministry leads the Agency for Antimonopoly Policy. According to him, the Agency will not act as a controlling or punitive body. It will be businesses’ partner and will implement the policy aimed at restraining monopolies and large businesses and supporting small and medium enterprises, he added.

On November 24, 2012, IBC Senior Lawyer Gulnara Akhmatova and Government Relations Officer Mars Cherikchiyev attended the meeting of the Committee for Economic and Fiscal Policy. The meeting considered the amendment to the Law of the Kyrgyz Republic on Non-tax Payment that obliges mining companies to pay 2% of their monthly profit to local budgets.

Regulation on the Procedure and Conditions for Holding Auction on Subsoil Use Rights was drafted in accordance with the Law of the Kyrgyz Republic on Subsoil and specifies the procedure and conditions for holding auction on subsoil use rights.

Regulation on the Procedure for Licensing the Subsoil Use Rights was drafted in accordance with the Law of the Kyrgyz Republic on Subsoil and establishes the procedure for granting subsoil use rights on the basis of a license through competition, auction, first application right, and direct negotiations.

This draft law is proposed to extend the rights of MPs to participate with the decisive vote in the activities of the Parliament

Rules and Procedures of the Parliament of the Kyrgyz Republic establishes the procedure for the fulfillment by the Parliament of duties specified in the Constitution of the Kyrgyz Republic. The Parliament of the Kyrgyz Republic is the supreme representative body engaged in legislature and control within its competence in accordance with the principle of division of powers.
